A 2025 budget of $120.5 million for the City of Vaudreuil-Dorion

At a special meeting held on December 9, 2024, the Vaudreuil-Dorion Municipal Council, accompanied by General Manager Olivier Van Neste along with the Treasurer and Director of Finance and Treasury Marco Pilon, FCPA, OMA, presented the highlights of the 2025 budget, which totals $120.5 million.

In 2025, the City must contend with the new triennial property assessment roll, an exercise that Québec municipalities are required to carry out every three years. Conducted by an independent external firm, this roll marks an average increase of 40.33% in the value of residences. In an effort to mitigate the impact this increase will have on citizens, the City has decided to lower its tax rates. The property tax rate will decrease from $0.5984 to $0.4541 per $100 of assessed value in 2025. Despite this decrease, however, the overall tax bill will nonetheless be an average of 5.4% higher (including the water tax). For an average home valued at $588,200, this represents an increase of $162 per year, or about $14 per month.

“All municipal departments were prompted to limit tax increases by analyzing their budgets and proposing responsible solutions. This collective effort reflects our commitment to rigorous and efficient management,” stated Treasurer Marco Pilon.

Other than the water tax, the City’s residential property tax includes all services such as waste collection (garbage, recycling, organic waste), Sûreté du Québec services and quota shares paid to the MRC, CMM and ARTM.

Mayor Guy Pilon added: “Unlike many cities, our tax rate includes all essential services. While some may find the 5.4% increase high, the tax bill for an average home remains among the lowest for cities of our size.”

We also have to consider irreducible expenditures, which account for 83% of the total budget and include operating costs, snow removal, debt servicing and waste management. These items represent a total of over $100 million.

“It’s important to remember that Vaudreuil-Dorion is still in the midst of its development phase, which requires major investments in projects such as the municipal hub, infrastructures for the new hospital, the addition of sports facilities and improvements to our road network. At the same time, we must also devote financial resources to renewing certain aging infrastructures in order to continue meeting our community’s current and future needs. Investments are crucial at this stage, especially with the arrival of the hospital and the construction of hundreds of housing units in the Harwood-De-Lotbinière and De la Gare sectors, which promise to generate substantial new revenues. We are in an excellent financial position, and our property wealth continues to grow at a remarkable pace. For 2024, our standardized property value (SPV) was $12,048,696,751. Our goal remains to provide top-quality services that are easily accessible to our citizens. I’d also like to point out that many of the activities available to the public are free of charge or offered at a low cost,” said Mayor Guy Pilon.

Special projects for 2025

Despite budgetary constraints, several promising priority initiatives will be implemented in 2025, including:

  • $400,000 for master planning of sewer systems (storm, sanitary, combined)
  • Improvements to the City’s website
  • A campaign to raise awareness of shared bike paths
  • Adoption of a citizen consultation policy
  • Create of a municipal bike patrol
  • Continuation of the object library project
  • Adoption of a climate change adaptation action plan 2025 budget highlights
  • On January 1, 2025, the new 2025–2027 property assessment roll came into effect, reflecting a 40.33% increase in the value of homes.
  • Irreducible expenses (salaries, debt servicing, Sûreté du Québec, snow removal, waste removal and disposal, etc.) account for 83% of the total budget.
  • Municipalization of day camps (previously managed by an NPO) and municipal patrol (previously contracted out to a private company).
  • Financial assistance of $1,276,742 to Vaudreuil-Dorion organizations and citizens including reimbursements for a portion of sports registration fees for young citizens.
